Cela fait maintenant 5 ans que la Stratégie nationale sur le logement a été adoptée par la chambre des communes. A-t-elle vraiment aidé les locataires les plus pauvres à avoir accès à un logement « abordable », qui réponde à leurs besoins ? Non ! Elle rate complètement sa cible et a plutôt délaissé les locataires ayant les besoins les plus urgents entre les mains d’un marché obsédé par ses profits, sans alternative. Ce constat est partagé par de nombreux groupes et organisations, dont le FRAPRU.
Depuis 5 ans, alors que la pénurie de logements locatifs s’aggrave partout au Canada, on constate même une augmentation du nombre d’évictions frauduleuses, de hausses abusives de loyer et de l’itinérance cachée et visible.
Le premier ministre Trudeau a prévu plusieurs milliards $ en dix ans pour le logement. Jusqu'à maintenant, ces sommes ont surtout permis à des promoteurs privés de développer des logements supposément « abordables », mais qui sont en réalité hors de prix. Non seulement la seule initiative visant à développer du logement a été insuffisante pour répondre aux besoins, mais elle est en plus non récurrente. C’est scandaleux ! Le gouvernement de Justin Trudeau fait fausse route; il doit revoir ses objectifs !
Le FRAPRU demande que toutes les sommes attribuées par Ottawa pour réaliser la Stratégie canadienne sur le logement soient essentiellement dédiées au développement de logements sociaux, les seuls pouvant répondre concrètement et durablement aux besoins des ménages mal-logés à faible et modeste revenus. Les logements sociaux sont ceux qui peuvent le mieux assurer la mise en œuvre du droit au logement.

It has been 5 years since the National Housing Strategy was adopted by the House of Commons. Has it helped the poorest tenants to have access to “affordable” housing that meets their needs? No! It completely misses its target and has instead left tenants with the most urgent needs in the hands of a market obsessed with profits, with no alternative. This analysis is shared by many groups and organizations, including FRAPRU.
For 5 years, while the shortage of rental housing has worsened across Canada, we have seen an increase of fraudulent evictions, abusive rent increases, and hidden and visible homelessness.
The Trudeau government has planned several billion dollars over ten years for housing. Until now, these sums have mainly enabled private developers to develop supposedly “affordable” housing, but which are in reality overpriced. Not only has the single initiative aimed at developing social housing been insufficient to meet needs, but it is also non-recurring. It's scandalous! Justin Trudeau's government is on the wrong track; he must review his objectives!
All the investments allocated by Ottawa to implement the National Housing Strategy should be essentially dedicated to the development of social housing, out-of-market, the only ones that can concretely and sustainably meet the needs of low and modest incomes households. Social housing, both in the form of cooperatives, non-profit organizations, and public housing, is the one that can best ensure the implementation of the right to housing.
A few days after International Habitat Day, Thursday, October 5th, FRAPRU is organizing a demonstration in Ottawa. The gathering is at 1:00 p.m. in front of the Supreme Court of Canada (on Wellington, Kent corner). The rally will end in front of the Ministry of Finance’s office.
