MESURES DE SÉCURITÉ: Montréal est en zone rouge, cependant les manifestations demeurent autorisées, il nous est donc permis de nous rassembler en tant que communauté de justice sociale pour dénoncer la violence et l'impunité policières. L’expression des oppositions collectives à l'injustice – telles que nos manifs à grande échelle Justice pour George Floyd / Black Lives Matter à la fin mai et juin, et la récente manif Justice pour Joyce Echaquan au début du mois d’octobre – sont importantes pour notre bien-être général, et pour lutter ensemble pour la santé, la justice et la dignité des générations futures.

Lors de cette manifestation, l’ensemble des participant.e.s devront porter des masques, ainsi que respecter une distance physique de 2 mètres avec les personnes qui ne font pas partie de votre bulle. Ne participez pas à cette manifestation si vous êtes en auto-isolement, si vous êtes en attente des résultats du test de dépistage ou si vous présentez des symptômes. Nous ferons des annonces à plusieurs reprises lors de la manifestation afin d’assurer le respect d’une bonne distance physique.

De manière générale, notre sécurité lors de cette manifestation sera mieux assurée par notre solidarité collective et par le soutien mutuel. Cette manifestation sera conviviale et sécuritaire pour toute la famille, mais ne coopérera pas avec le SPVM. À Montréal, nous avons le droit de manifester sans collaborer avec la police et, comme nous l'avons fait plusieurs fois auparavant, nous affirmerons ce droit tout en tenant une manifestation forte, sécuritaire et réussie.

DÉFINANCER LA POLICE!

La coalition montréalaise Définancez la police, qui a été formée cet été, a mis de l’avant 10 revendications principales, dont:

- Définacer le SPVM : ce qui veut dire de couper immédiatement 50 % du budget du SPVM et le réinvestir dans nos communautés;
- Désarmer et démilitariser la police : ce qui implique, entre autres, de retirer toutes les armes de la police;
- Décoloniser : ce qui veut dire, entre autres, d’investir dans des modèles autochtones de justice et autonomiser les communautés autochtones et autres communautés opprimées;
- Réinvestir : ce qui veut dire, entre autres, d’investir dans des programmes créés et pilotés par la communauté pour réduire les méfaits;
- Décriminaliser : c'est-à-dire, entre autres, décriminaliser toutes les drogues, le travail du sexe et le statut VIH; retirer la police des écoles; et mettre fin à toute collaboration policière avec les autorités de l'immigration.

JUSTICE POUR LES VICTIMES DE BAVURES POLICIÈRES!

Le 22 octobre 2010, les familles et amiEs de six victimes de bavures policières se sont réunies sous la bannière de la Coalition Justice pour les victimes de bavures policières lors d'une vigile commémorative suivie d'une marche dans les rues de Montréal. Cette journée à été choisie parce que le 22 octobre est une journée nationale de lutte pour les victimes de bavures aux États-Unis depuis 1996 (cette année, nous commémorerons le samedi 24 octobre 2020 à Montréal).

À l'origine, la Coalition Justice pour les victimes de bavures policières réunissait les proches de Gladys Tolley (tuée par la SQ à Kitigan-Zibi en 2001), Ben Matson (tué par la police de Vancouver en 2002), Mohamed Anas Bennis (tué par le SPVM en 2005), Claudio Castagnetta (tué par le SPVQ en 2007), Quilem Registre (tué par la police de Montréal en 2007) et Fredy Villanueva (tué par le SPVM en 2008). Ils revendiquaient entre autres l'accès à l'information pour les familles, des enquêtes indépendantes sur les bavures et la fin de l'impunité policière.

La Coalition Justice pour les victimes de bavures policières était inspirée d'autres luttes menées depuis des années par les proches de victimes de bavures policières à Montréal et ailleurs: notamment Anthony Griffin (1987), Marcellus François (1991), Martin Suazo (1995), Richard Barnabé (1996), Jean-Pierre Lizotte (1999), Michel Berniquez (2003), Rohan Wilson (2004), Mario Hamel (2011), Patrick Limoges (2011), Farshad Mohammadi (2012), Donald Ménard (2013), Alain Magloire (2014), Guy Blouin (tué par le SPVQ en 2014), Abdirahman Abdi (tué par la police d'Ottawa en 2016), et les autres.

Au fil des années, les proches d'autres victimes se sont jointes à nous lors des vigiles annuelles: Jean-François Nadreau (tué par le SPVM en 2012), Brandon Maurice (tué par la SQ à Messines en 2015), Daniel Satre (tué par la police dans l'État de New-York en 2015), Nicholas Gibbs (tué par le SPVM en 2018) et Riley Fairholm (tué par la SQ à Lac-Brome en 2018). Dernièrement des proches de récentes victimes de bavures policières à Montréal ont aussi lutté pour la justice, comme pour Bony Jean-Pierre (2016), Koray Celik (2017) et Pierre Coriolan (2017).

Cette année, nous dénonçons les meurtres de personnes autochtones commis par la police et survenus dans l'État canadien en 2020. Ces personnes sont : Eishia Hudson, 16 (tuée par la police de Winnipeg en avril), Jason Collins (tué par la police de Winnipeg en avril), Régis Korchinski-Paquet (tuée par la police de Toronto en mai), Chantal Moore (tuée par la GRC à Edmundston au Nouveau-Brunswick en juin), et Rodney Levy (tué par la GRC près de Miramichi au Nouveau-Brunswick en juin).

Dix ans après notre première vigile, malgré l'entrée en fonction du Bureau des Enquêtes soi-disant Indépendantes (BEI) en 2016, force est de constater que malheureusement peu de choses ont vraiment changé. Les policiers continuent de tuer impunément, en particulier des personnes en crise et des personnes noires, autochtones et/ou racisées.

Pour toutes ces raisons, nous vous invitons une fois de plus à vous joindre à nous pour commémorer les victimes de bavures policières et soutenir les proches qui continuent la lutte contre la brutalité et l'impunité policière. Pas de paix sans justice!

SAFETY & SECURITY PROTOCOLS: Montreal is a pandemic red zone, however protests are permitted, and allow us to come together, as a social justice community, to denounce police violence and impunity. These collective expressions of opposition to injustice -- such as our large-scale Justice for George Floyd/Black Lives Matter demos in late May and June, and the recent Justice For Joyce Echaquan demo earlier this month -- are important for our overall well-being, and to struggle together for the health, justice and dignity of future generations.

At this demonstration, all protest participants will be required to wear masks, as well as practice 2 meters physical distancing from other people outside your immediate bubble. Do not attend this demonstration if you are in self-isolation, waiting for test results, or showing symptoms. We will be making announcements several times at the demonstration so that we can practice proper physical distancing.

More generally, our safety and security at this demonstration will be best maintained by our collective solidarity, and having each other’s backs. This demonstration will be family-friendly, and safe, but will not cooperate with the SPVM. In Montreal, we have the right to demonstrate without collaborating with the police and, as we have done many times before, we will assert that right while having a strong, safe and successful demo.

DEFUND THE POLICE!

The Defund The Police Coalition in Montreal, which formed this summer, has put forward 10 main demands, including:

- Defund the SPVM: meaning an immediate 50% cut to the SPVM budget and reinvesting in our communities;
- Disarm and demilitarize the police: meaning, in part, withdrawing all weapons from the police;
- Decolonize: meaning, in part, investing in Indigenous models of justice and empowering Indigenous and other oppressed communities;
- Reinvest: meaning, in part, investing in programs created and run by the community to reduce harm;
- Decriminalize: meaning, in part, decriminalizing all drugs, sex work, and HIV status; removing police from schools; and ending all police collaboration with immigration authorties.

JUSTICE FOR VICTIMS OF POLICE KILLINGS!

On October 22, 2010, the families and friends of six victims of police killings got together for the first commemorative vigil and march in the streets of Montreal organized by Justice for Victims of Police Killings. This day was chosen because October 22 is a national day of struggle for victims of police killings in the USA since 1996 (this year we will commemorate on Saturday, October 24, 2020 in Montreal).

Justice for Victims of Police Killings was originally made up of the families and friends of Gladys Tolley (killed by the SQ in Kitigan-Zibi in 2001), Ben Matson (killed by the Vancouver police in 2002), Mohamed Anas Bennis (killed by the Montreal police in 2005), Claudio Castagnetta (killed by the Quebec City police in 2007), Quilem Registre (killed by Montreal police in 2007) and Fredy Villanueva (killed by Montreal police in 2008). They were demanding, among other things access to key police information for the families, independent investigations of police killings, and an end to police impunity.

Justice for Victims of Police Killings in Montreal was inspired by other struggles led by relatives of victims of police killings in Montreal and elsewhere: Anthony Griffin (1987), Marcellus François (1991), Martin Suazo (1995), Richard Barnabé (1996), Jean-Pierre Lizotte (1999), Michel Berniquez (2003), Rohan Wilson (2004), Mario Hamel (2011), Patrick Limoges (2011), Farshad Mohammadi (2012), Donald Ménard (2013), Alain Magloire (2014), Guy Blouin (killed by the SPVQ in 2014), Abdirahman Abdi (killed by Ottawa police in 2016), and others.

As the years went by, other relatives of victims joined us for the annual vigils: Jean-François Nadreau (killed by Montreal police in 2012), Brandon Maurice (killed by the SQ in Messines in 2015), Daniel Satre (killed by police in the state of New York in 2015), Nicholas Gibbs (killed by Montreal police in 2018), and Riley Fairholm (killed by the SQ in Lac-Brome in 2018). In the past few years, families and friends of recent police killings in Montreal also struggled for justice, as in the cases of Bony Jean-Pierre (2016), Koray Celik (2017), and Pierre Coriolan (2017).

This year, we also denounce the police killings of Indigenous persons that have occurred in the Canadian state in 2020, including Eishia Hudson, 16 (killed by the Winnipeg police in April), Jason Collins (killed by the Winnipeg police in April), Régis Korchinski-Paquet (killed by the Toronto police in May), Chantal Moore (killed by the RCMP in Edmundston, New Brunswick in June), and Rodney Levy (killed by the RCMP near Miramichi, New Brunswick in June).

Ten years after our first vigil, despite the creation of the Bureau des enquêtes “indépendantes” (BEI) in Quebec in 2016, it is clear that very little has changed. Police officers continue to kill with impunity, particularly people in crisis and Black, Indigenous and people of colour.

For these reasons and more, we invite you once more to join us to COMMEMORATE victims of police killings and SUPPORT the families and friends who are continuing the struggle against police brutality and impunity. No justice, no peace!
