Toronto police officer pleads guilty to assaulting handcuffed man

A Toronto police officer has pleaded guilty to assaulting a handcuffed man, admitting he held the man by the hair and slammed his head against the back window of a police car during a May 2018 incident.

Sgt. Douglas Campbell was initially charged with assault causing bodily harm following an investigation by the Special Investigations Unit, Ontario’s police watchdog. During a brief court appearance at Old City Hall on Wednesday, Campbell pleaded guilty to a lesser charge of assault.

Calling the officer’s conduct a “momentary lapse in judgment” made “in the heat of the moment,” Ontario Court Justice Harvey Brownstone granted Campbell a conditional discharge. He was given 12 months of probation and required to seek counselling.
